By secondaries, you mean already issued and not buying at auction? I belive that you are correct the tool cannot know the price of upcoming auctions so it can only buy them on the secondary market. I think (but I'm not expert) that it doesn;t matter much. The market is efficient so the return of older security matches that of new ones, nobody would buy the new ones if they were worse than what you can get on the secondary market, and vice-versa. So it's not so much buy new issues or secondary market, but buy now or do you feel you will get a better deal later?
