What about the other guy? If I'm reading my duckduckgo search correctly, the minimum property liability is $10k. What does $10k buy you in car repairs these days? Nothing. So if mom has a minor fender bender with a typical new car, that guy now has to deal with claims on his own insurance for what should be the other party's responsibility.
And it only gets worse from there. $25k bodily injury will not cover a broken femur. Not even close. That's over $100k.
So why not have mom bump up the liability a bit more? If your mom is like my dad, it is only a matter of time before an accident will occur. Thankfully with my dad, it was him blasting through his own garage wall. That was when we finally convinced him to give us the keys.
