The Civil Service Retirement Service (CSRS) retirement plan was in place prior to 1984.
The Federal employees retirement Service (FERS) retirement plan started in 1984.
The Thrift Savings plan could be accessed by either CSRS or FERS employees starting in 1984. Prior to 1984 there was no component similar to the TSP.
CSRS employees were given the opportunity to convert from CSRS to FERS
FERS legislation was done in 83-84... it didn't come "online" until 1987 ! The individual, if only 40 now, could NEVER have been in CSRS !! Agree that there was no Thrift plan before then but even the CSRS voluntary contribution program was handled by OPM itself.
Those hired in 85 or later were put into FERS....
did you notice what I said... those hired before FERS was fully online were RETROACTIVELY put in FERS, even if all prior notices/witholding was to CSRS (I know, just missed the cut by months, even though I had service from the 70's but not enough to qualify to stay CSRS). Even the special pay system that I was in for a period (it wasn't GS, it was unique) fed into FERS for retirement.
Earlier CSRS still used OPM for all notices and never referred to itself as "The Plan"... so it isn't referring to any federal plan document... now AFA state retirement.... others would have to comment, although having a relative that worked at one states retirement division there would have been addresses/phone numbers/etc all over any correspondence to beneficiaries. I suspect other states would be comparable.
