Warren Buffett has advocated this portfolio, 90% S&P500 index (which is what VOO is) and 10% short term treasuries (which is basically cash, and VMFXX is a cash equivalent).

The cash serves as a cushion to use if you need it or to rebalance when the market drops.

There is a solid reason why VMFXX is less than ideal, particularly if OP is in a high tax state. VUSXX would likely be an better option. Though they could also do SGOV.
