Personal Investments • 401k rollover: Company wants money back

There are going to demand you return the money. It was an administrative error. Whenever Vanguard is involved in something, errors are the de facto state.

The plan violated its plan document. The consequences to the plan are potentially severe. People who face severe consequences sometimes sue. I'm not your attorney, but you might want to have one if you chose not to return the money. The other company could chose to sue Vanguard and/or you.
I love how the default is to blame Vanguard. VG isn't the issue here, it's the OP's employer.
Of course. They are the plan administrator and sent the incorrect message. Who else would you blame? Its literally their job to keep the plan in compliance and they goofed
