Thank you each and everyone to help navigate the options. Based on the feedback and research on the WiKi here is the summary

Please advice if I missed anything straying from our goal to mimic VTI/VTIAX. I plan on presenting to him and let him decide on what he feels more comfortable.

Once again Thank you. It was pretty educational to go research this although I wish every provider has VTI/VTIAX to make our life easier (newbies).

Now you've added into the equation international funds - which is fine. As you note in column D, you can still approximate the total US stock market with the percentage going into domestic funds, and the chosen 20% into international funds. Our vote would be for either column B or D, and probably if push came to shove we would go with column D to capture some international exposure in the 401k. One should also factor in the overall portfolio if a Roth IRA and a taxable account will also be used by your son. Fairly easy to purchase VTI within both of those types of accounts.

Thank you. He debated and went with column D. I asked him about Roth 401k and he was not sure. Honestly he would not have as much to put in there. For now I will be happy if he can max his pretax ones and do Roth IRA with remainder. That would be a good start :).
