No one knows which assets will outperform.Looking at sector funds or individual stocks may make sense if one knows (or has a view on) future returns: if you know which asset will outperform, then only buy that asset.
One knows the expected returns for sector funds and individual stocks about as well as for VOO VTI VXUS etc - they are all based on past performance.
