Re-reading your question, perhaps you were referring to the "safe withdrawal rates" and whether the annual withdrawal is a fixed number over the entire 30 year period - for example the dollar value withdrawn in year one is the same as year thirty. My understanding is that the number is adjusted for inflation / cost of living over the 30 year period - more information can be found below.

For example - assuming inflation is 3% and the portfolio is $3M - this would look like:

Year 1: $90000
Year 2: $92700
Year 3: $95481
Year 4: $98345
etc
