We stayed at the Sheraton Black Rock years ago and had a great time there.
Lots of sea turtles and great snorkeling. The surf can be a little rough, so if anyone is not a strong swimmer, keep eyes on them, or hold their hands, as I did with my wife. She did fine, but was not the most confident on her own.
We snorkeled in Kauai as well, but mostly on the way back from hiking, and one day at the area that was a famous spot for snorkeling.
I'd vote Black Rock in your situation.
