Your family can only make the family contribution. That is, the sum of contributions to both plans cannot exceed the family contribution. Also, if he switches he cannot contribute to an FSA and you to HSA, as a family cannot contribute to both at the same time.

Are you sure that dropping you from the plan is considered a qualifying event for him to elect different coverage mid year? I tried Google, but just kept getting hits about switching to your spouse's insurance :(
