I also saw this yesterday and did some digging. Turns out the annuities are offered through one of two partners, including Brighthouse financial (forget the other).
Brighthouse offers a variety of annuities, including SPIAs and variable annuities. The SPIAs didn't appear to have fees, but the variable annuities did. Can't get full details, but fine print got me to a little over 1%. There were 7 or so options.
The customer would be referred to Brighthouse or the other insurance company and simply use some of the money in the account to purchase one of the existing annuities offered by the company.
So it's not really a new "product" per se. It's a referral agreement and the admin necessary to manage them all together in one account. The fees weren't nearly as bad as I was expecting - much better than the typical annuity vultures
