Vanguard vipsx currently has a yield of 4%. If bought today would i always get at least the 4% return like I would in vtsax if it had that yield? Unsure of how tips funds work?
You would not/will not get 4% return from stock funds or bond funds just because that is some data you are reading somewhere today when you buy the fund.

I would say you do not understand stocks, nor bonds, nor mutual funds of either, nor what yield is nor what return is.

The current yield data, by the way, as published by Vanguard is that the 30 day SEC real yield on VIPSX is 1.98% and the 30 day SEC (nominal) yield on VTSAX is 1.28%. The year to date (YTD) return for VIPSX is -1.59% and the YTD return for VTSAX is 6.52%.

The remedy for this would be to start at "Getting Started" https://www.bogleheads.org/wiki/Main_Page and read the entire Wiki cover to cover and then also some appropriate investing books such as the Bogleheads books, Bernstein, Ferri, Swedroe, etc.
