You are always able to contribute the full amount to the IRA. You just might not be able to deduct it. You could always treat it as a non-deductible contribution and track the basis with form 8606.
I still haven't seen any clarification of whether this is a traditional or roth ira so the phase out might be real if the latter or a misunderstanding if tira.
