Employers don't want a lot of back and forth. If they make you an offer, you should only negotiate it once. The employer wants to know what number you will accept at. Otherwise they could be wasting their time making a revised offer that won't meet your needs. First you need to decide which job you'd enjoy most, then if you want to negotiate do so but at the end say something along the lines of, "if you can make these (specific) adjustments, I will accept the offer". They're much more likely to make the adjustments if they know it will seal the deal.

Wait too long and Offer #1 evaporates.

No doubt they have other candidates they're considering.
