I suspect that if you can't get up there (e.g. with a ladder) your issue is going to be water pressure and nothing will get you there.

The tree service that hits our holly trees has a truck with its own pressure tank to shoot to high parts of trees.
Yep, I may end up having to hire someone to spray them.
Last year we had a mess with scale residue from our magnolias. Hired a local arborist company to evaluate. They suggested either spraying or a ground injection that would be taken up by the roots. We decided to do both and got great results. The treatments were done several months apart. Planning on doing both again this year.
Mine have false oleander scale. Is that what yours had?
Did it get rid of the scale?
I'm not sure if it was that particular scale or not. I looked at pics of false oleander scale and can say ours looked similar. Droppings from it left clear gooey secretions that created dark discolorations on stone patio and furniture. These were difficult to clean but were eventually removed. The systemic ground treatment started making a marked reduction about 6 weeks after application which was in perhaps early June. The spray much later in the season seemed to do more as little scale seemed to be left by fall and the disgusting droppings had long ceased. Doing both again this year as a preventative.

BTW they used a bucket truck when they sprayed.
I'm typically all in for DIY fixes, however, the two large magnolia trees were a major draw for purchasing this home for my spouse. I had already gone to not insignificant effort to avoid damaging them while doing excavation for an addition and patio work. After investigating the scale issue and calling into a gardening talk show, we decided to go with the garden radio show host recommended arborist. Cost was $125 for as a first time customer inspection, and then either $200 for the systemic injection or $150 for the spray. As I mentioned above we did both. This year there is no $125 fee, just the same $200 and $150 for treatments.
