The IRS actually does recognize POAs, but like with everything with the IRS, there's a process. I learned that on this boardMedicare, IRS and state tax authorities also do not recognize a DPOA.
Look up IRS forms 2848 and 8543. After sending in 2848 and getting approved as your parents' representative, you can efile for them, then send in 8543 by mail.
