No the most part doesn't mean a small preponderance and my lookup says:The definition of Substantially is "For the most part" (oxford dictionary).
Thus "Substantially Identical" means "for the most part, identical"
In my book 54% is the "Most Part", the majority (most) of the fund.
Good thing I don't work for the IRS!!!

2. for the most part; essentially.
So no something that is 54% the same is not essentially identical.
