Although I live in a major city, some folks, like me, do not have gas available. One person in my neighborhood has propane. In the northeast where oil is common, it is not a red flag for potential homeowners who have grown up with this type of heat....
In the NE US, heating oil is still relatively common despite high cost because alternatives (NG, propane and electricity) are also all relatively expensive. While the environmental risks and cleanup costs associated with heating oil can be substantial, I would guess that it wouldn't be a red flag for many potential homebuyers since ~1/4 of homes use heating oil for their primary heat source. I don't think it is common in any other part of the US, likely because no other part of the US has their NG pipelines bottlenecked to the same degree as the NE.
