You could ask him directly if he’s enjoying his retirement or if retirement is what he imagined it would be. If he asks why, it’s because you’ve noticed he seems low energy, not himself and you’re concerned.

There are several red flags in your description that don’t align healthy aging. But you know that. Your mom has noticed too, so it’s not just your imagination. It’s too bad your parents bicker about their different needs/wants tho. If you can, encourage him to talk to his doctor. Sometimes health issues sneak up on you. Some people are taught not to be complainers or that non-specific symptoms, like low energy, don’t need to be paid attention to (I just need to get a decent night’s sleep or exercise more, or eat better, etc). It can be helpful to have someone they trust tell them, non-judgmentally, what they’re seeing.
