Why? It's an interesting use of harvesting monthly STCGs vs ordinary dividends from SGOV (iShares 0-3 Month Treasury Bond ETF), netted against a large carryover loss, which seems* to create fed/state tax-free income, in current inverted-yield interest-rate environment. Since SGOV's SEC yield is currently ~5%, I wag that makes it equivalent to a single-state muni with same yield; find "30 SEC yield" here: https://www.ishares.com/us/products/314 ... sp-500-etf

* I've followed the logic through my fed/state tax returns and it seems to works, but would appreciate the opinion of senior BHs.
