A lot of places will not want to deal with such a small mortgage. But leaving that aside, I always do no-fee refis, where you get a lender credit in exchange for a slightly higher rate. That way, if rates drop further, there will be no disincentive to refi again. I know when to do one if I can reduce my rate by any amount. Also, I have had good luck with the online shops beating the local brick and mortar prices.
