Every state's different. In RI the whole process from initial filing and validation of an appointed executor to final disbursement and filing the final estate cashflow record is "probating a will," which is a court-supervised procedure where the affairs of a deceased person are handled [with proof to] the probate court that the will was executed by the deceased with all the necessary legal formalities. You're conflating probating the Will and administering the estate.
You can disagree, but my mom's attorney told me pretty much the same thing: probate includes administration through close-out of the books, at least in RI Probate.
