Yes, the non-NP wilderness areas are more primitive in general and have fewer rules.
One I really liked was the Bridger Wilderness in the Wind River Mountains of Wyoming. Not many people. Lots of lakes with fish. Went on an old abandoned trail and got to a rarely visited lake. It was almost no fun fishing that lake![:)]( "Smile")
