You'd need to withdraw and withhold from a TIRA account
This is patently bullshit!

I have done this starting 2018 (the year of my retirement) - withdrawal from rIRA in December, with 99% withheld for taxes in order to meet "safe harbor" provisions, and have done so each and every year since, without a flaw.
Vanguard accounts.
