If you were a regular hourly wage employee you would be paid for mandatory HR sessions.
It is not a good idea to bill less than the agreed upon rate. That gives the impression that all your work is negotiable, or that you don't think that your time is worth the negotiated rate.

But I now have a business where I bill hourly, and I charge for anything the client asks of me. My contract says I charge for my time for tasks the clients requests. Your orientation was requested/required for you by the client. Sorry, what was the question?
