So, drawing down my IRA fund (which is only a bond index fund of approx. $150,000) will basically leave me with nothing very quickly.
No. How much is left in the IRA depends on how much you withdraw compared to how much return you are getting on the investment. Generally all the return on bonds is in the dividends so what is left neither grows nor shrinks. It would help if you would work up some numbers.

Also, as already posted above, distributing the dividends out of the fund does not mean they are gone. You can save that money in a taxable holding of any kind. If you then spend the money then that money is gone.
