I'm a little confused. Aren't Forms 15CA/CB just declarations (that are also attested by a CA)? If you had this money in your account for more than 3 years shouldn't that satisfy the tax authorities that this money is already accounted for?

Also if they can't establish that the money is already taxed, can't you still repatriate it by letting them withhold a 20% TDS (which you can claim a refund by filing a ITR)?
I think CA will ask proof of source of funds before signing 15ca/cb, just having money in bank for some years wont work. In addition to TDS need 15ca/cb signed as well for any remittance.
