Even with PAS, they are going to expect to have conversations, ask questions, and discuss routine matters.
Sound like she’d prefer not to, or possibly not be equipped to even have this discussion.
Perhaps the solution is a living trust, and someone other than her is the 2nd trustee. With or without PAS.
