This is the correct answer and while not true in the USA it is true in many countries so I wouldn't necessarily call it unusual....However, retail investors in Australia get an unusually high return on high-interest savings accounts, so the trade-off from a little less diversification might be worth it (provided you actually rebalance)....
Retail investors investing in products outside of the USA can often do much better in cash and/or other cash like products not only in interest rates but often taxation although sometimes one does have to be a resident to take advantage of these products.
