This is the correct answer and while not true in the USA it is true in many countries so I wouldn't necessarily call it unusual.

Retail investors investing in products outside of the USA can often do much better in cash and/or other cash like products not only in interest rates but often taxation although sometimes one does have to be a resident to take advantage of these products.
