It used to be SD, FL, and TX as the big three. TX and FL still have decent plan options.
As referenced above TX has some rules that apply when driving in their state and FL has some rules about how long you have to live there before becoming a resident.
Haven't looked in a while, but have used Health Sherpa to compare plans, and specific to full timers RVER insurance. No affiliation with either.
We currently have an indemnity plan. It was really our only option three years ago. I thought it was strange concept, but it's worked well for us.
Also, Telemedicine and Sharing Plans have been around a few years now.
