I believe this is incorrect and you are confusing local WAGE taxes with the state INCOME tax. PA has some WAGE taxes that might be high. Only earned income is taxed by the local municipalities, not investment income. It's "only" a tax on "wages", not "all income". Granted that wages are a subset of "income". But only a subset. As far as tax-exempt fixed income versus taxable, the Pennsylvania 3.07% state income tax is the number to consider.
I know that is a real possibility in PA as local income taxes are often almost as high on a marginal basis as the State Income Tax.
