You could consider switching from VTSAX to the VTI ETF. No trading restrictions there.
I understand you plan to try to stay in a lower tax bracket by selling out those I Bonds early. Those were bought in 2000/2001 and have a base rate of 3.0%; 3.4%; or 3.6%. Even it todays low interest/inflation environment these yield tax deferred and state tax free 7.0 to 7.61%. I have gone through the same exercise as you with my 2000/2001 I bonds and have decided to keep them. There are still 6 years left for these to keep compounding.
