Being below 175% FPL for 2 parents makes you eligible for max Pell, thus meeting condition 1 above.
Thanks everyone. So, as a family of five (if, for example, the FAFSA was looking at our income in 2024), 175% of the FPL in 2024 is $64,015. If our AGI stays under that, it sounds like it doesn't matter if we end up filing a Schedule A, B, C, D, E, F or H. Is that how you all read it too?
